Heather MacDougall, JD, CSP will deliver the keynote address at the 2024 Global Learning Summit (GLS). In the keynote session, sponsored by SafeStart, MacDougall will speak on achieving leadership buy-in to meet safety’s biggest challenges.
MacDougall, a former Chairman of the Occupational Safety and Health Review Commission (OSHRC), is a partner with Morgan, Lewis & Bockius, LLP, where she counsels clients on labor and employment issues, with a focus on workplace safety and health matters. She draws on her experience from the OSHRC, Amazon, and over 20 years of practice to advise clients on disputes before the Occupational Safety and Health Administration (OSHA) and assist with the development and assessment of workplace safety programs.
“Protecting people, the environment, and our greater community requires safety leadership; It requires that safety be valued, and that leaders take practical actions that demonstrate commitment to safety,” says MacDougall.
After two unanimous confirmations by Senate voice vote to serve on the OSHRC—first as a Commissioner following a nomination from President Barack Obama and then as Chairman following a nomination from President Donald Trump—MacDougall joined Amazon as its Vice President for Worldwide Workplace Health and Safety.
In her role at Amazon, MacDougall oversaw health and safety initiatives at a crucial time—the height of the COVID-19 pandemic—alongside significant workforce growth. She achieved notable safety improvements at Amazon’s facilities and in its transportation network through a safety management system that assessed and reduced risk; deployed programs highlighting technology; utilized data and analytic insights to enhance decision-making; and engaged with and developed safety competencies of managers, employees, and partners. While she was at Amazon, the company faced shareholder proposals regarding social issues, including on safety. MacDougall has developed expertise on the importance of safety in environment, social, and governance (ESG).
