LinkedIn recently gave its users the option of displaying certifications on their profiles.

To add certifications, all a user must do is go to their profile and click on the "Add Sections" button, located directly above the Summary section on the standard profile. The first option currently listed on the resulting pop-up is "Certifications".

I wrote LinkedIn customer service to find if it would be possible to search for individuals based on their certification in the future. They replied that, while they did not currently offer that ability, they would forward my email to the planning and development team.
